UNESCO's Cyberspace Recommendation
Description

As described on the UNESCO website, the Recommendation on the Promotion and Use of Multilingualism and Universal Access to Cyberspace identifies four points for attention so that the greatest number of people may profit from the potential of information and communications technology (ICT):

  1. Development and promotion of multilingual content and systems;
  2. Access to networks and service;
  3. Development of public domain content; and
  4. Reaffirming and promoting the fair balance between the interests of rights-holders and the public interest.

These measures aim to provide more equitable access to information and favour the development of multicultural knowledge societies.

Why is this initiative significant?

This instrument sets out principles for countries to follow and is in line with the organization's overarching goals for cyberspace. (See Net Dialogue's UNESCO page.)
